Abstract

Annual Report on Social Governance Development of Beijing is a series of annual reports compiled by the Research Institute of Comprehensive Management Social Security of the Beijing Academy of Social Sciences. The institute along with experts from other related government departments，colleges and universities，research institutions joined their efforts in compiling the report.The report is divided into categories of the general report，population issues，network governance，and grassroots social governance. Qualitative and quantitative analysis methods are applied in the research on the development of social governance of Beijing in 2017，and the existing problems，causes and suggestions are discussed in depth.2017 is a very important year，the nineteenth people’s Congress held in Beijing，put forward the thought of Xi Jinping Chinese new era of socialism，socialism China entered a new era，opened a new journey to the comprehensive construction of modern socialist country. For Beijing，2017 is the first year to implement the 13th five-year “period of social governance plan”，and the key year to build a moderately prosperous society in all respects and build an international harmonious and livable city. During this year，Beijing always adhered to the development concept of innovation，coordination，green，open and sharing. It made significant progress in easing Beijing’s non-capital function and promoting the coordinated development of Beijing，Tianjin and Hebei，and accelerating the modernization of social governance system. First，the degree of sophistication in social governance has been further improved. The degree of informatization for grid-based social service management has been further enhanced. New progress has been made in the building of a smart community. The fine management of the city has been further enhanced，and the ease of non-capital function has been advanced. Second，the level of legalization of social governance has been steadily rising. The work of the government legal adviser has been further strengthened. The public interest litigation system has been piloted in Beijing and has played a substantive role. The legal aid work has made new progress. Third，the work of nurturing and developing social organizations has been steadily carried out. The rules and regulations for nurturing and incubating social organizations are more robust. Establishment of “Beijing social organization to cultivate incubation platform.” Further strengthened the cooperation and exchange among the social organizations in Beijing，Tianjin and Hebei. Fourth，new achievements have been made in the administration of crime. The overall effectiveness of the crime crackdown has been markedly improved. The use of information system to further improve the prosecutor handling the case. Promote ten innovative cases to strengthen the governance of juvenile delinquency. While making remarkable progress in social work in Beijing，there are also some problems in the following aspects：First，the mechanism for social forces to participate in the mediation of social conflicts needs soundness；Second，problems still exist in the governance of urban-rural integration；Third，the basic legislation on social organizations has not yet been established；and Fourth，the management of socially-mobile party members needs to be strengthened. In this regard，we should further improve the participation mechanism of social forces in the process of resolving social conflicts，strengthen the capacity building of social organizations and professional social work organizations，increase the efforts to purchase social organizations and unblock the participation mechanism of social forces. We should further strengthen the governance of the urban-rural junction，strengthen management and construction of the floating population，infrastructure，management system and social culture. We should further perfect the legal system concerning social organizations，establish the basic law of social organizations，make up the legal gaps，and solve the lack of effective convergence between laws and regulations and the contradiction between them. We should further strengthen the service management of the mobile party members in the social field，improve the management system of the mobile party members and the service functions of the party organizations and establish the responsibility system for leadership examination.
