Abstract

This book is an annual report on the development of Beijing’s copyright，which is compiled by Beijing Research Center of Press and Publication and associated with many industry experts and scholars. The whole book consists of General Report，Category Reports，Special Reports，Case Reports and Appendix（Chronicle）.General Report brings out the theme and takes a panoptic view of the current situation and new development of Beijing’s copyright industry，focusing on the overall situation of the development and protection as well as solutions to potential copyright problems，existing social service system of copyright，a judgement of development trend and feasible suggestions. The year of 2018 has witnessed a rapid growth in Beijing’s copyright industry，significantly promoting the Capital’s economic gain. Meanwhile，Copyright protection has been literarily strengthened，and the copyright social service system fairly improved. The emphasis of the coming year will be on the enhancement and improvement of copyright protection，network platforms supervision，Internet infringement governance，closer international communication and cooperation on copyright，and further opportunities with new technologies，in order to consistently achieve the healthy and orderly development of Beijing’s copyright industry.In Category Reports and Special Reports，multiple research methods，such as qualitative，quantitative research and field survey，are used on frontier copyright issues covering online literature，film and television，music，software，video game，cultural and creative industries，as well as the infringement liability of webcast platform，copyright of knowledge database platform and audio books，text-based knowledge sharing platform，and the adjustment of copyright rules in 5G era in China，etc. To sort out the essential breakthroughs and challenges in the development of Beijing’s copyright industry，some suggestions for the existing problems are given. Report on the Development of Beijing Online Literature Copyright in 2018 clarifies the concept of the online literature from different perspectives，summarizes the basic situation and the new features，new trends，development bottlenecks and obstacles of the online literature industry，and puts forward countermeasures and suggestions to solve the relevant issues. In terms of Film and Television Report on Copyright Development，this paper provides a comprehensive demonstration of the industrial situation，new stimulating measures and specific application measures and achievements in 2018. The annual situation of the music copyright industry，features of the music copyright market and problems faced by music copyright protection are illustrated in Report on Beijing Music Copyright. Besides，a wide range of suggestions is put forward for the industry’s future，including cohering related policies and regulations，improving users’ awareness of copyright and willingness to pay，promoting the development and application of high and new technology，and building a healthy industrial ecology. Being problem-oriented，Copyright Development Report of Beijing Software Industry summarizes the registration of software copyright，the overall situation of the software industry，measures to promote industrial development，as well as existing challenges of Beijing software industry in 2018. Several countermeasures and suggestions are proposed to promote the development of Beijing software industry. With various data of video game copyright industry listed，Report on the Development of Beijing Video Game Copyright in 2018 gives information on the current development of video game copyright industry in Beijing and offers feasible solutions to promote its development sound and fast. In Copyright Development Report of Cultural and Creative Industries in Beijing In 2018，this paper theoretically discusses the relationship between cultural and creative industries and copyright protection，and further explains the industrial development in China and Beijing through data，and provides optimal designs from the aspects of copyright collective management，awareness of copyright protection，copyright administrative enforcement，and copyright value evaluation system. On the basis，some feasible suggestions and prospects are given to the future direction of Beijing’s cultural and creative industries. Research on Infringement Liability of Webcast Platform explores the basic concept of the webcast，the development status of webcast and copyright disputes raised and other aspects. Research on Copyright of Knowledge Database Platform introduces the definition of knowledge database platform，the general situation of platform services，main issues involving different parties，and explores how to solve these problems. Research on Copyright of Audio Books covers a range of content，such as the concept and the development trend of audio books；copyright disputes under UGC mode；copyright attributes of audio books；solutions for audio books copyright problems regarding copyright cooperation，platform supervision，content filtering obligations，content production transformation，users copyright awareness，and trading platform. Starting on the imparity between the sharing nature of the platform and the monopoly of copyright，Research on Copyright Infringement Liability of Text-Based Knowledge Sharing Platform focuses on infringement liability determination of sharing platforms，and provides suggestions on improving copyright protection of such sort of platforms. Striving to reduce the negative impact on the application of new technology and achieve the better development of copyright industry，Research on Copyright Regulation and Copyright Supervision in 5G Era in China offers a systematical analysis of the influence of 5G on the dissemination of works and problems aroused；existing defects and possible improvements of the copyright rules in force；basic ideas and paths of copyright supervision；the construction of copyright mechanism in typical areas.In Case Reports section，a series of typical copyright cases are carefully selected for analysis and comment，with high academic and practical significance.
